Flashfire manipulates a volatile and explosive form of electrical energy. He can use it to produce blinding flashes of light and intense heat as well as the standard lightning-like bolts. Electron is actually more inclined to manipulate magnetic energy, bending metals, inducing attractive and repulsive force, etc., although he also has some power to direct electricity as well. Arc appeared so briefly, nothing more can be said about him besides a general electrical power.
 
Dazzler can convert sound into various projections of visible light.
 
Monica can physically transform herself into any wavelength and frequency across the electromagnetic spectrum, from radio waves to gamma rays. Interestingly enough, some experiments with the Black Knight in the 80's showed she could transform into other kinds of particles as well, such as neutrinos, but this fact has been virtually forgotten since.
 
Binary channeled the power of a star, or white hole, and so could access any emission by that star. So she could not manipulate electromagnetism to the extent that Captain Marvel could, because Carol was only channeling what the star was putting out. If her star was high on visible light emissions and low on emissions in the high-frequency range, like gamma rays and x-rays, the same applied to Carol's projection abilities.
 
Once the star collapsed on itself, Carol's powers as Warbird and later Ms. Marvel again changed to match her new condition. She now fires "generic" blasts of stellar energy which are a weaponized form of electromagnetic radiation not limited to any particular area of the spectrum, carrying a concussive force charge. She can absorb any form of directed electromagnetic energy (provided she's prepared for it).

1.) Quicksilver and most other speedsters have their bodies adapted to the rigors of moving at high speed. It's said that it ever accelerates the thought process. Apart from being able to perceive their environment while moving at high velocities, what else does it entail?

2.) Did Jubilee's firework power involve some kind of matter-energy conversion? Similar to Cyclops, Havok, Gambit, or Sunfire.

3.) In X-Factor Annual #5, Iceman and the Human Torch shake hands while still completely enveloped in their respective ice and flaming states. Since, at the time, Iceman using an external sheath of ice when using his power, how is the Torch didn't liquefy the ice when they shook hands?

4.) Did the AOA Rogue have full control over her power, or was she just covered in a shield generated by the AOA Magneto?

5.) If Fabian Cortez were to use his power on the omnipathic Gamesmaster, would it increase the scope of his power to universal levels?

1) It increases their dexterity, allowing them to perform tasks at super-speeds that require delicacy or control, like changing clothes or disabling a bomb. Speed reading, letting a speedster process information from an entire book merely by flipping through the pages (at least to our eyes). For extreme speedsters like the Flash, it even allows them to think faster than light, having elaborately drawn-out mental debates with themselves or formulate plans within the blink of an eye.
 
The Flash was once confronted with an enemy who set up your standard death-trap scenario with Wally's twin children, plaving him in situation where he had to save one child but let the other one die. After a moment's pause, Flash let loose with a master plan he had conceived during those few micro-seconds to save them both. Later that night, though, Wally confessed to his wife that he had experienced relative weeks of time to think during those few micro-seconds after the villain's ultimatum, and had actually chosen between his children in that span before coming up with his alternative plan.
 
2) No, it was purely a bio-energy generating effect.
 
3) Iceman constantly freezes and refreezes his ice sheath from moment to moment. After all, the skin-tight ice would crack and splinter off every time he moved, or even breathed otherwise.
 
4) AoA Rogue had no control over her powers. AoA Magneto was able to manipulate his own bio-magnetic field to cancel her power's effect when they touched, but she couldn't touch anyone else, even their son.
 
5) Doubtful. Cortez has never exponentially augmented powers to such a degree.

If one of our super-speedsters (Quicksilver, Speed Demon, etc) were up high, like on the roof top of a sky-scraper or a tall bridge, and then suddenly found themself falling (building destroyed, bridge exploded, etc.) could their super-speed save them? 
 
I mean, with nothing much around them, could they somehow 'run on the air' enough to get down to the ground?  If running wouldn't help, could they employ arm-movements like Flash does or would they need to be as fast as Flash in order for that to work?  Or would they simply be as helpless as a non-powered person and fall to their doom?

Speedsters are typically helpless in mid-air without traction or something to push off of, unless their power is thrust based (like Northstar) or if they have an independent power of flight (like Jesse Quick). Some speedsters have saved themselves from long falls by aiming back over to the building, then running down the side of it to regain control over their momentum. On other occasions, they can create high-velocity wind funnels by rotating their arms at high speeds, aiming them downwards to create a cushion of air.

I have read some discussions about Storm's elementar powers.

It was said that she is also capable to let vulcanos erupt, create fire etc. Because all elements do consist of energy.

What is your professional opinion about that?

@organichalcyon: There is a small but deeply devoted group of Storm fans on the internet who believe she is basically omnipotent. They frequently and vigorously argue that Storm is, in fact, more powerful than the Phoenix Force. It is likely from this contingent of fans that you heard the above suggestions. If so, do not engage them directly -- remove yourself from the situation as quickly as possible, ideally without making eye contact or any loud, sudden noises, as they have been known to stampede.
 
But seriously, despite some claims to the contrary, Storm is a weather elemental and her powers are traditionally limited to manipulating aspects of the weather. That's not to say her powers couldn't be responsible for starting fires. A bolt of lightning will often induce combustion when it strikes. Storm just doesn't have anything resembling the pyrokinetic abilities of Pyro or Rusty Collins.
 
The confusion often comes from the fact that Storm's powers operate in space, an environment which, strictly speaking, HAS no weather as we understand it on Earth. Her ability to manipulate solar winds and charged particle storms seems completely at odds with manipulating wind and rain alone on Earth. Essentially, Storm has to ability to manipulate energy patterns that govern her environment in certain ways. On Earth, this power manifests itself as her attuning herself to the planet's bio-sphere and its associated weather patterns. Her power functions differently in space because the energy patterns of her environment are different there, but whenever she's "interfacing" with Earth or and Earth-like environment, her powers will manifest themselves as weather manipulation, and not expand automatically into controlling all aspects of her environment like seismic activity, volcanoes, hydro- and pyrokinesis, etc.
 
@House: Mar-Vell was mainlaining the power of the Enigma Force and any number of other power objects. Not only could he do anything, he can and did redefine the very definition of "anything" in that universe. Reality-shaping on an unlimited scale.

I have a stupid question about elemental mutants. Very simple spoken, is it somehow right that f.e. Rusty Collins can only create/manipulate fire because his consciousness doesn't know how to transform particles in other elements?
Like you give me dozens of painting colours and I do only use the red one because I don't know how to use the others?

By the way, when do you have all the time to think about all this wonderfull stuff that comes out of your mind?

That way lies madness. Yes, when you're dealing with people who manipulate molecular or sub-molecular activity in some way, it's only natural to ask why they can't manipulate it in other ways. But we're dealing with people somehow capable of producing energies of a fundamentally exotic nature -- certain unusual limitations apparently must apply. Physically speaking, it's impossible for Iceman to generate cold; cold isn't a thing, it's an absence of a thing, i.e. heat or molecular activity. And yet there's no noticeable displacement or internalization of heat energy when he uses his powers. And if the Human Torch can douse existing fires by absorbing them, why can't he also absorb other sources of heat energy, and thus create cold? And why can't any telekinetic force (which moves molecules) also reconstitute elemental structures (which is also a form of moving molecules)?
 
Like I said...madness. It just has to be accepted that the exotic principles that allow superhuman powers to do impossible things also restrict them in ways that might seem impossible as well.

Well, define "infinite". After all, there are infinite whole numbers, but there are also infinite odd or even numbers, a level of infinite which would be only half of the previous infinite. And there are an infinite number of fractional numbers that can be made from any whole number, thus leading to an infinite number of variations for each of an infinite number of numbers. "Infinite" can mean a great many things.
 
As for Mar-Vell, he arranged for the death of Death and created Heaven to his personal specifications, thus ensuring an entirely new progression of life and death in the Marvel Universe. He changed the rules of the universe itself.

I get it now. Killing off Death itself and creating Heaven (which actually was HIM) to block the universe/realm of the dead from interference from any of the Elders, Celestials, etc.

Warp Savant had the power of deconstructing extraction. He could break down matter and reduce it to simplified psionic patterns stored inside his head. Objects were physically transported into his subconscious, where they materialized in a representational reality of his current environment or previous thoughts and memories. Warp Savant seemed aware of what happened to objects he deconstructed, but the extent to which he was conscious of what happened in his inner reality, or if he could shape events there is unknown. His power could be directed at a special person or object, or used like a defensive field that deconstructed all objects that entered a certain radius of his body. He appeared vulnerable to energy attacks, as his power seemed to provide no defense to Cyclops's optic blasts. Although Wolverine and Jean Grey were transported into Warp Savant's reality, theirs was a singularly unique experience. They never encountered anyone else Warp Savant had deconstructed, not even the soldiers who disappeared mere moments earlier. The representative reality collapsed around them when Warp Savant's powers were temporarily neutralized, but why they re-materialized safely in the real world while nothing else did is unknown. Warp Savant apparently committed suicide with his powers, but how he could extract himself into his own subconscious while simultaneously destroying it is yet another unknown factor when it comes to his ability.

I can't remember/find that issue.  Was that before or after Warren's attacks?  I was under the impression that the EMP blaster scrambled Warp's brain activity, making it harder to maintain the concentration and control necessary to use his own powers to shield himself from things like Cyclops's blasts.

Veil is capable of personal transsubstantiation, discorporating her physical form into a gaseous state. She maintains control over her atoms, holding them together in a cloud of mist. In this state, she is naturally unaffected by any form of physical attack. Veil is capable of altering the molecular composition of her gaseous form, provided she can visualize the chemical make-up of the elements she wishes to form. She can become a masking fog, anesthetic gas, anaerobic vapors, etc. A side effect of Norman Osborn's experiments on her was that Veil's molecular cohesion was breaking down over time, but she has apparently corrected this by using the power of Korvac to her advantage. The source of Veil's powers is unknown -- they manifested during puberty without an obvious trigger, but she is apparently does not register as a mutant. Her costume is composed of bandages made of unstable molecules, making it appear as if she's unraveling like a mummy's wrappings whenever she goes insubstantial.
 
Finesse is a polymath, possessing an advanced mind and intuitive learning abilities. She believes herself to be the daughter of Taskmaster, having inherited a version of his photographic reflexes. She is indeed capable of replicating any physical action or fighting style she observes, and keeps herself trained to the peak of human capability to make full use of her assimilated skills. Finesse also has a eidetic memory and can rapidly assimilate other skills that are purely cerebral in nature -- she is self-taught in various languages, computer hacking and programming, lip-reading, etc. She is phenomenally observant, able to interpret body language for mild behavioral cues, and recognize datum and patterns that would typically escape the notice of others.
 
Mettle, like Veil, has a mutation of unknown origin. His body is composed of living metal, resembling an organic form of iridium. He has substantial mass and bulk, giving him superhuman strength and an extraordinary molecular density that makes him virtually impervious to physical harm. Mettle's power was originally only a reaction to injury -- he was struck in the face with a surfboard, and so that area of his body healed over as living metal. It was Norman Osborn who subjected Ken to extensive, body-wide trauma that forcibly converted him fully into metal.
 
Hazmat's physiology was poisoned at an early age due to her parents' work at RoXXon. She is a walking biohazard, constantly building up excess levels of radiation and toxicity in her system. She doesn't appear to be truly radioactive, but contact with her skin or bodily fluids such as sweat or saliva can be lethal. Because Jenny is kept inside her protective suit at all times, the toxic substances she can produce directly through her skin haven't been extensively used or catalogued. Instead, she relies in the field upon controlled radiation emissions that she can project through her suit. Hazmat can generate different levels of heat and light, and disruptive radiation that scrambles electrical systems or can blast outwards as an electromagnetic pulse to shut down all mechanical activity. She is also capable of producing anti-matter, with potentially devastating explosive effects. Naturally, she is immune to the effects of the various substances she produces. Her toxin levels build up over time, and even if her powers are neutralized in some way, her system can still contain excess levels of dangerous materials. On the other hand, if her system is purged of all dangerous materials, she would be unable to access her powers for a time until her toxin levels had the chance to reaccumulate themselves.
 
Striker is capable of generating electricity. He can fire electrical blasts from his hands, or radiate electrical energy out from his skin in all directions and through nearby conductive materials.
 
Reptil is supernaturally attuned to a fossilized amulet, created by a shaman of Moon Boy's people to commune with dinosaurs. Reptil's connection with the amulet enables him to access his powers only while in contact with it, but no one else can use the amulet as he does. Reptil can transform all or parts of his body into those of any dinosaur (or similar creatures from the same era). He has grown various forms of claws, underarm wings, horns, ears adapted for superhuman hearing, armor-plating, back-mounted spines, dino-legs for super-speed and leaping, etc. Reptil's overall mass remains the same while morphing, meaning he becomes slightly smaller whenever he manifests "extra" or larger parts. In the future, however, Hank Pym discovered a way to incorporate Pym Particles into Reptil's transformations, allowing him to add additional mass to his body while transforming and thus become a full-sized dinosaur. Thanks to an encounter with Korvac, Reptil now inhabits a future version of his body with exactly that capability. Reptil's amulet also gives him the occasionally useful ability to sense and track dinosaurs.
 
@ciel: Either explanation is possible, I suppose. Warp Savant did get hit with the scrambler twice, though, and he only really reacted to the effects after the second hit. Cyke's optic barrage was only after the first.

Little early to fully understand the Lights, but I'll give it a shot...
 
Hope Summers is uniquely connected to the mutant race in ways that no one fully understands yet. Her very presence in our timeline has allegedly triggered the rebirth of the mutant gene in humanity, despite the reality-altering mandate of the Scarlet Witch that prevented new mutants from being born or manifesting. The new mutanity in fact seem unable to develop their powers properly without Hope. Post-Decimation new mutants (or "Lights") experience only partial development of their powers, or are unable to control their abilities consciously, until Hope makes physical contact with them and causes their mutation to fully manifest. Additionally, Hope is capable of demonstrating the abilities of any pre- or post-Decimation mutant. The limits of this power are unknown, partly because Hope seems to prefer relying on the combat skills Cable taught her than on super-powers. Whether or not she can manifest the abilities of mutants without meeting them first, or the powers of Decimated mutants, is unknown. Other unusual occurrences around Hope include her touch purging Rogue of Strain 88 and all psychic templates when she was a baby, the unnaturally strong loyalty she breeds in others (particularly the Lights), and of course her heavily implied connection to the Phoenix Force.
 
Laurie Tromette is specially designed for high-speed flight. She is capable of achieving supersonic propulsion under her own power, and her shifting crystalline skin can adapt itself to the experience. The extent of these adaptions are unknown, but appear to include biological flaps and aerilons that control the wind flow around her, giving her stunning reflexes and aerial maneuverability, as well as protection from high-velocity wind resistance and air friction.
 
Gabriel Cohuelo is a time-shifter able to shift into a relativistic faster rate of speed. His initial uncontrolled burst of mutation aged him several years and made him invisible by vibrating his body outside the realm of perception by the human eye. Since being stabilized by Hope, Gabriel functions like a standard speedster. Compared to his environment, Gabriel can move at supersonic speeds. He maintains full agility, dexterity and perception while moving at relativistic speeds, allowing him to change clothes faster than the eye can follow, search an entire building in moments, etc. As Doctor Nemesis demonstrated with his usual bedside manner, Gabriel cannot engage in typical super-speed feats such as running across water, straight up vertical inclines, creating whirlwinds by spinning, vibrating through matter, etc -- he only APPEARS to be moving at super-speed from our perception, but the universe around him, including gravity, will affect him just the same.
 
Idie Okonkwo is capable of thermal transference, creating equally hot and cold effects by exchanging heat energy from one location to another. She can "generate" cold by siphoning heat out of her environment and into her body, enabling her to freeze liquids, shatter solids, and create frost, snow and ice. This heat energy can then be redirected out from her body to melt nearby targets or induce combustion and flame. Idie typically acts as a direct conduit, creating cold and heat simultaneously in different areas. She appears to have only a limited capacity for storing heat energy in her body for any real length of time.
 
Teon Macik, physically, possesses superhuman strength, speed, agility, endurance, reaction time, leaping ability, resilience, and senses. He can apparently track by smell, detect pheromone indicators of mood and behavior, and possesses extraordinary hand-eye coordination. Mentally, Teon processes all information through a hyper-efficient form of primal survival instincts. He understands everything said or done around him, but only acknowledges them in terms of Fight, Flight, Mate, Eat, or other basic needs and urges. He's not a slave to his instincts, as demonstrated when he willingly put off his fight for dominance with Wolverine because it wasn't a good time, but defines his life by pure and simplified versions of the more complex animal behavior patterns most people operate under.
 
Kenji Uedo has become art, his body a living canvass that can be sculpted by his imagination in many ways. Although still outwardly human in most respects, Kenji's body is little more than a frame containing "raw materials" that he can shape at will. His body is animated and sustained by his powers alone now, making his skeletal structure and formerly vital internal organs irrelevant, and he likely no longer maintains even the illusion of them on the inside. This makes his mind difficult to read, although not impossible. Described as undifferentiated organo-techno mass, Kenji's body not only contains organic biology but also produces bio-mechanical components as a natural by-product of his physiology. Unlike techno-organics (who are composed of unique materials that have both organic and metallic physical properties), Kenji is more like a naturally-occurring cyborg, biologically producing hoses, cables, servos, plates, and scrapmetal patches on or inside his body at different points. Kenji has some form of mass-generating power, either through extra-dimensional access or rapid cellular reproduction, enabling him to dramatically increase the amount of materials in his body. During his activation, Kenji's hands were amputated, leaving him with unjulating tentacles in their place. His power would presumably allow him to recreate hands if he chose to, but he has not either as a form of penance or because it would require constant concentration to maintain them. He can cause his tentacles to grow in length and width, acting as prehensile spears or manipulators, and cause tentacles to grow forth from other areas of his body as well. Kenji can cause complex shapes to form out of his flesh, forming shapes like a constricting net, a staircase, razor blades, or lifelike sculptures. His expanding mass can significantly increase his strength in all or part of his body, and he can create an exo-frame around his core body that can grow to several stories tall. Kenji can increase the production of both bio-organic and bio-mechanical mass in his body, and production of the latter allows him to create working machines with moving parts out of his mass. He can form telescopic binoculars to improve his vision, helicopter rotors that allow him to lift off the ground and fly, and some form of biological furnace vents that presumably provided him with additional raw power. Kenji also possesses the ability to shield himself from psychic intervention, and shield others in the same way by connecting with them through his tentacles. He can also engage in psychic projection, creating three-dimensional multi-sensory displays and project them into the minds of other people through physical contact. Kenji actually circumvents the person's regular sensory impressions, causing them to essentially blackout and lose awareness of their surroundings in favor of his projections until his display ends. Kenji can also create bio-mechanical "bugs" that spawn from his mass, fly to a specific person, and inject them with a pre-recorded sensory display. Kenji cannot maintain his constructs once they are separated from his physical frame, preventing him from creating "lasting art" for future use. Therefore, his projection power can hold someone in a sensory display almost indefinitely so long as he retains contact, but the use of his "bugs" requires them to quickly reach their target and can only convey short messages before they disintegrate away from his body.
 
@Dr. House: Forge is bound by the laws of physics, whatever those happen to be in the Marvel Universe. In Mystique #1, he pointed out he was unable to build a perpetual motion machine, and thus break the laws of thermodynamics.

1.) How do Legion's and Fitzroy's time-travel powers differ?

2.) Is Beast's genius-level intellect related to his mutation?

3.) Forge...the Marvel Handbook's power description for him states that his power of invention doesn't make him better at it than guys like Reed Richards and Tony Stark. It says they've studied physics and math and have to work it out consciously whereas Forge is intuitive.

My question is, it's not just his power that helps him...he does have a working conscious knowledge of physics, mathematics, and engineering, right?

4.) What's the difference between Alchemy's power and Chrome's?

1) No clear parameters for Legion's time travel abilities have been set, so its hard to compare. Indeed, considering the introduction of Time-Sink, it seems likely that Legion may have multiple different time travel abilities, which could each function in their own unique way.
 
2) Marvel has wavered back and forth on that, but the general consensus seems to be "No".
 
3) Forge MAY have a working conscious knowledge of those disciplines, but his power doesn't rely upon them. I'm confident that Forge knows what Hooke's Law of Elasticity and the rules of Thermodynamics are, but even if he didn't his power would let him build a working hyperdrive out of what he finds in a dumpster.
 
4) Alchemy's power is touch based, while Chrome can project his effects from a distance. Chrome is capable of far more elaborate conversions that what Alchemy has been seen capable of as well. Alchemy creates straight element-to-element changes, while Chrome has created highly unusual concoctions such as living phorphorous, porous metal skins, animated rock lifeforms, etc.

Without knowledge of those disciplines, Forge can still build whatever from whatever....that I get. And although he doesn't rely on those disciplines, does it help him?

Furthermore, can we still call him a genius if all he was operating from was just his power and had no knowledge whatsoever of the scientific disciplines that are (somewhat) requisite for the field of inventing?

Hard to say. It goes back to the same sort of zen question I've always asked about Cypher -- can Doug still speak French if there's no one around to speak French with? Are these intuitive powers only useful in applied situations, or can they be used for free-ranged thinking and conceptualization?
 
The distinction I think the Handbook was trying to make about Forge is that he's an inventor: ask him to build something and he'll figure out how to build it. But if you ask him to come up with something new, like the hundred great ideas Stark, Richards and Pym brainstormed to create in Civil War, he couldn't do it (at least, not as an application of his power).
