would hope the increased penalties applied both ways. The law merely permits federal prosecution of anyone who "willingly injures, intimidates or interferes, or attempts to do so, by force because of the person's race, color, religion, national origin, gender, sexual orientation, gender identity or disability" and doesn't include any loaded majority/minority language, as far as I can tell.
