Last we heard, the 30th century world of Cable and the Askani became "defunct" once Apocalypse was exorcised from Cyclops and purportedly killed. Since that time, Apocalypse has returned and been defeated, and we've also had numerous indications that so-called "defunct" realities only diverge from 616 once they are no longer valid in this universe. My question is, how is it that the Askani reality simply ceased to be, with Rachel forgetting about most of her time in that reality, while other formerly "defunct" realities like AoA still exist apart from 616?

The Askani reality still exists, as we've seen repeat incursions from it since the Gathering of the Twelve, most notably the arrival of Jon Specter during X-Force (vol 2). In order to make sense, that Cable arc has to be reinterpreted to mean the Askani timeline was not "destroyed" but merely forced out of the running for being the 616 future. This allowed the two new timelines to vie for space in our future as seen in Cable, and also reorganized the branches of the future tree so that Rachel Summers and the Phoenix Force never saw the "flare" that guided them to the Askani future in the first place, thus ensuring that she would wander the timestream until being caught by Gaunt.
Charisma: the fine line between winning them over with charm and ruling them by fear.
