X-Nation were the students and wards of the Xavier Shelter for Indigent Children in Halo City. Run by the Sisterhood of the Howling Commandments, the Shelter watched over young mutant immigrants to Halo City with nowhere else to live or go. Cerebra of the X-Men oversaw the shelter as well, in part due to the predicted "mutant messiah" that would rise in the young generation of mutants.
